Does Stunned read as 'You can move, but not make an Attempt'; or 'You can't do anything Period'. If latter, would a Confused Status make sense, as in 'Can move, can't Attempt'; and redefining Stunned to 'Can't do anything'? Would remove the need to add both Stunned and Entangled to something like a thief's blackjack skill, it'd just be Stunned. A use case, say f.ex. A Dragonbreath skill. " Conflagrate - Anyone within the blast radius receives the Confused status on a failed Agility or Resolve flip ." You can still move, but you're not about to focus on throwing a spell when you're burning. You'll be dashing directly to nearest cover. Thoughts on this?

From the way moves and attempts are described in the combat turns section, I'd be in the 'Can move, can't attempt' camp until clarified.
