Now that you say that, it makes sense to restrict shuffling so that game mechanics built around it can be consistent. That being the case, the think the best solution would be to disallow shuffling until you run out of cards, unless you have skills/powers/etc. that allow otherwise. I do see a power/skill where you could peek at your next card. But you would still need to power/ability to reshuffle once per adventure or something!
