How about adding the line:
"After using this skill/power, place it face down on the table; retrieve to hand after combat".
This way we could have three levels of power for skills/powers: free to use any time, use once in an encounter, use once in a session; "Give this card to the GM" -level powers.
Could even combine them on a card:
Charge, 1 Power Point
Charge at an enemy, moving twice your speed.
Ferocious: Deal 1 additional damage on your next successful attack. Place this card facedown, retrieve after combat.
Inspire: Allies who saw your attack get +2 speed and deal 1 extra damage on their next turn, if you give this card to the GM.

I figured that your skills and various other cards would be face up on the table, since there is very little reason to keep them in hand. Not much point hiding your stuff from the other players your likely suppose to be working together with, so I'd go with a token for symbolizing a card has been used instead. That way the retrieve condition is still visible (I'd probably forget the card even existed if its face down, playing Yugioh was rather hard ^^) and you could have significantly more varied retrieve or, as I'd likely call it, refresh timers, like measurable in turns, or multiple combats. If something takes 2 combats to refresh, just stick two tokens on it and remove one each time a combat ends.
Also you could have skills that have no combat powers that are usable once per scene. Like letting you reflip a failed charisma flip to convince someone of a lie and it then refreshes at the start of the next scene.
